Welfare (or commonly, social welfare) is a type of government support intended to ensure that members of a society can meet basic human needs such as food and shelter.[1] Social security may either be synonymous with welfare,[a] or refer specifically to social insurance programs which provide support only to those who have previously contributed (e.g. most pension systems), as opposed to social assistance programs which provide support on the basis of need alone (e.g. most disability benefits).[6][7] The International Labour Organization defines social security as covering support for those in old agesupport for the maintenance of childrenmedical treatmentparental and sick leaveunemployment and disability benefits, and support for sufferers of occupational injury.[8][9]

More broadly, welfare may also encompass efforts to provide a basic level of well-being through free or subsidized social services such as healthcareeducationvocational training and public housing.[10][11] In a welfare state, the State assumes responsibility for the health, education, and welfare of society, providing a range of social services such as those described.[11]

The first codified universal government welfare was instituted in the 7th century (634 CE) in the time of the Rashidun caliph Umar.[12] The first welfare state was Imperial Germany (1871–1918), where the Bismarck government introduced social security in 1889.[13] In the early 20th century, the United Kingdom introduced social security around 1913, and adopted the welfare state with the National Insurance Act 1946, during the Attlee government (1945–51).[11] In the countries of western Europe, Australia, and New Zealand, social welfare is mainly provided by the government out of the national tax revenues, and to a lesser extent by non-government organizations (NGOs), and charities (social and religious).[11] A right to social security and an adequate standard of living is asserted in Articles 22 and 25 of the Universal Declaration of Human Rights.[6][b]

In the Roman Empire, the first emperor Augustus provided the Cura Annonae or grain dole for citizens who could not afford to buy food every month. Social welfare was enlarged by the Emperor Trajan.[15] Trajan's program brought acclaim from many, including Pliny the Younger.[16] The Song dynasty government (960 CE) supported multiple programs which could be classified as social welfare, including the establishment of retirement homes, public clinics, and paupers' graveyards. According to economist Robert Henry Nelson, "The medieval Roman Catholic Church operated a far-reaching and comprehensive welfare system for the poor ..."[17][18] From the 14th century onward the governments of the Italian city-states began to partner with the church to provide welfare and education to the lower classes.[19] In later Protestant European nations such as the Dutch Republic welfare was managed by local guilds until the abolition of the guild system in the early 19th century.[20][21] In the free imperial cities of the Holy Roman Empire the city governments in cities like Nuremberg could take control of the collection and distribution of public welfare.[22]

The 7th century caliph Umar implemented a form of zakat, one of the Five Pillars of Islam, as a codified universal social security tax.[23] Traditionally estimated at 2.5% of an individual's assets, government zakat funds were distributed to various groups of Muslims, including impoverished people and those in severe debt.[24][25] The collection of zakat increased during the Umayyad and Abbasid caliphates, though the zakat system was frequently inefficient and corrupt; Islamic jurists often instructed Muslims to distribute money to the needy directly instead to maximize its impact.[26]

Likewise, in Jewish tradition, charity (represented by tzedakah) is a matter of religious obligation rather than benevolence. Contemporary charity is regarded as a continuation of the Biblical Maaser Ani, or poor-tithe, as well as Biblical practices, such as permitting the poor to glean the corners of a field and harvest during the Shmita (Sabbatical year).

There is relatively little statistical data on transfer payments before the High Middle Ages. In the medieval period and until the Industrial Revolution, the function of welfare payments in Europe was achieved through private giving or charity, through numerous confraternities and activities of different religious orders. Early welfare programs in Europe included the English Poor Law of 1601, which gave parishes the responsibility for providing welfare payments to the poor.[27] This system was substantially modified by the 19th-century Poor Law Amendment Act, which introduced the system of workhouses.

It was predominantly in the late 19th and early 20th centuries that an organized system of state welfare provision was introduced in many countries. Otto von BismarckChancellor of Germany, introduced one of the first welfare systems for the working classes.[28] In Great Britain the Liberal government of Henry Campbell-Bannerman and David Lloyd George introduced the National Insurance system in 1911,[29] a system later expanded by Clement Attlee.

Modern welfare states include Germany, France, the Netherlands,[30] as well as the Nordic countries, such as Iceland, Sweden, Norway, Denmark, and Finland[31] which employ a system known as the Nordic model. Esping-Andersen classified the most developed welfare state systems into three categories; Social Democratic, Conservative, and Liberal.[32]

A report published by the ILO in 2014 estimated that only 27% of the world's population has access to comprehensive social security.[33] The World Bank's 2019 World Development Report argues that the traditional payroll-based model of many kinds of social insurance are "increasingly challenged by working arrangements outside standard employment contracts".[28]




Forms[edit]

Welfare can take a variety of forms, such as monetary payments, subsidies and vouchers, or housing assistance. Welfare systems differ from country to country, but welfare is commonly provided to individuals who are unemployed, those with illness or disability, the elderly, those with dependent children, and veterans. Programs may have a variety of conditions for a person to receive welfare:

Social protection[edit]

In developing countries, formal social security arrangements are often absent for the vast majority of the working population, in part due to reliance on the informal economy. Additionally, the state's capacity to reach people may be limited because of its limited infrastructure and resources. In this context, social protection is often referred to instead of social security, encompassing a broader set of means, such as labour market intervention and local community-based programs, to alleviate poverty and provide security against things like unemployment.[34][35][36]

By country[edit]

Australia[edit]

Prior to 1900 in Australia, charitable assistance from benevolent societies, sometimes with financial contributions from the authorities, was the primary means of relief for people not able to support themselves.[37] The 1890s economic depression and the rise of the trade unions and the Labor parties during this period led to a movement for welfare reform.[38]

In 1900, the states of New South Wales and Victoria enacted legislation introducing non-contributory pensions for those aged 65 and over. Queensland legislated a similar system in 1907 before the Australian labor Commonwealth government led by Andrew Fisher introduced a national aged pension under the Invalid and Old-Aged Pensions Act 1908. A national invalid disability pension was started in 1910, and a national maternity allowance was introduced in 1912.[37][39]

During the Second World War, Australia under a labor government created a welfare state by enacting national schemes for: child endowment in 1941 (superseding the 1927 New South Wales scheme); a widows’ pension in 1942 (superseding the New South Wales 1926 scheme); a wife's allowance in 1943; additional allowances for the children of pensioners in 1943; and unemployment, sickness, and special benefits in 1945 (superseding the Queensland 1923 scheme).[37][39]

Canada[edit]

Canada has a welfare state in the European tradition; however, it is not referred to as "welfare", but rather as "social programs". In Canada, "welfare" usually refers specifically to direct payments to poor individuals (as in the American usage) and not to healthcare and education spending (as in the European usage).[40]

The Canadian social safety net covers a broad spectrum of programs, and because Canada is a federation, many are run by the provinces. Canada has a wide range of government transfer payments to individuals, which totaled $145 billion in 2006.[41] Only social programs that direct funds to individuals are included in that cost; programs such as medicare and public education are additional costs.

Generally speaking, before the Great Depression, most social services were provided by religious charities and other private groups. Changing government policy between the 1930s and 1960s saw the emergence of a welfare state, similar to many Western European countries. Most programs from that era are still in use, although many were scaled back during the 1990s as government priorities shifted towards reducing debt and deficits.

Denmark[edit]

Danish welfare is handled by the state through a series of policies (and the like) that seeks to provide welfare services to citizens, hence the term welfare state. This refers not only to social benefits, but also tax-funded education, public child care, medical care, etc. A number of these services are not provided by the state directly, but administered by municipalities, regions or private providers through outsourcing. This sometimes gives a source of tension between the state and municipalities, as there is not always consistency between the promises of welfare provided by the state (i.e. parliament) and local perception of what it would cost to fulfill these promises.

The Central Government of India's social programmes and welfare expenditures are a substantial portion of the official budget, and state and local governments play roles in developing and implementing social security policies. Additional welfare measure systems are also uniquely operated by various state governments. The government uses the unique identity number (Aadhar) that every Indian possesses to distribute welfare measures in India. As of 2020, the government's expenditure on social programme and welfare (direct cash transfers, financial inclusion, benefits, health and other insurances, subsidies, free school meals, rural employment guarantee), was approximately fourteen lakh crore rupees ($192 billion), which was 7.3% of gross domestic product (GDP).

Solidarity is a strong value of the French Social Protection system. The first article of the French Code of Social Security describes the principle of solidarity. Solidarity is commonly comprehended in relations of similar work, shared responsibility and common risks. Existing solidarities in France caused the expansion of health and social security.[42][43][44]

Germany[edit]

The welfare state has a long tradition in Germany dating back to the industrial revolution. Due to the pressure of the workers' movement in the late 19th century, Reichskanzler Otto von Bismarck introduced the first rudimentary state social insurance scheme. Under Adolf Hitler, the National Socialist Program stated "We demand an expansion on a large scale of old age welfare." Today, the social protection of all its citizens is considered a central pillar of German national policy. 27.6 percent of Germany's GDP is channeled into an all-embracing system of health, pensionaccident, longterm care and unemployment insurance, compared to 16.2 percent in the US. In addition, there are tax-financed services such as child benefits (Kindergeld, beginning at 192 per month for the first and second child, €198 for the third and €223 for each child thereafter, until they attain 25 years or receive their first professional qualification),[45] and basic provisions for those unable to work or anyone with an income below the poverty line.[46]

Since 2005, reception of full unemployment pay (60–67% of the previous net salary) has been restricted to 12 months in general and 18 months for those over 55. This is now followed by (usually much lower) Arbeitslosengeld II (ALG II) or Sozialhilfe, which is independent of previous employment (Hartz IV concept).

As of 2020, under ALG II, single adults receive up to €432 per month plus the cost of 'adequate' housing. ALG II can also be paid partially to employed persons to supplement a low work income.

Italy[edit]

The Italian welfare state's foundations were laid along the lines of the corporatist-conservative model, or of its Mediterranean variant.[citation needed] Later, in the 1960s and 1970s, increases in public spending and a major focus on universality brought it on the same path as social-democratic systems. In 1978, a universalistic welfare model was introduced in Italy, offering a number of universal and free services such as a National Health Fund.[47]

Japan[edit]

Social welfare, assistance for the ill or otherwise disabled and for the old, has long been provided in Japan by both the government and private companies. Beginning in the 1920s, the government enacted a series of welfare programs, based mainly on European models, to provide medical care and financial support. During the postwar period, a comprehensive system of social security was gradually established.[48][49]

The 1980s, marked a change in the structure of Latin American social protection programs. Social protection embraces three major areas: social insurance, financed by workers and employers; social assistance to the population's poorest, financed by the state; and labor market regulations to protect worker rights.[50] Although diverse, recent Latin American social policy has tended to concentrate on social assistance.

The 1980s, had a significant effect on social protection policies. Prior to the 1980s, most Latin American countries focused on social insurance policies involving formal sector workers, assuming that the informal sector would disappear with economic development. The economic crisis of the 1980s and the liberalization of the labor market led to a growing informal sector and a rapid increase in poverty and inequality. Latin American countries did not have the institutions and funds to properly handle such a crisis, both due to the structure of the social security system, and to the previously implemented structural adjustment policies (SAPs) that had decreased the size of the state.

New Welfare programs have integrated the multidimensional, social risk management, and capabilities approaches into poverty alleviation. They focus on income transfers and service provisions while aiming to alleviate both long- and short-term poverty through, among other things, education, health, security, and housing. Unlike previous programs that targeted the working class, new programs have successfully focused on locating and targeting the very poorest.

The impacts of social assistance programs vary between countries, and many programs have yet to be fully evaluated. According to Barrientos and Santibanez, the programs have been more successful in increasing investment in human capital than in bringing households above the poverty line. Challenges still exist, including the extreme inequality levels and the mass scale of poverty; locating a financial basis for programs; and deciding on exit strategies or on the long-term establishment of programs.[50]

1980s impacts[edit]

The economic crisis of the 1980s led to a shift in social policies, as understandings of poverty and social programs evolved (24). New, mostly short-term programs emerged. These include:[51]

New Zealand[edit]

New Zealand is often regarded as having one of the first comprehensive welfare systems in the world. During the 1890s a Liberal government adopted many social programmes to help the poor who had suffered from a long economic depression in the 1880s. One of the most far reaching was the passing of tax legislation that made it difficult for wealthy sheep farmers to hold onto their large land holdings. This and the invention of refrigeration led to a farming revolution where many sheep farms were broken up and sold to become smaller dairy farms. This enabled thousands of new farmers to buy land and develop a new and vigorous industry that has become the backbone of New Zealand's economy to this day. This liberal tradition flourished with increased enfranchisement for indigenous Maori in the 1880s and women. Pensions for the elderly, the poor and war casualties followed, with State-run schools, hospitals and subsidized medical and dental care. By 1960, New Zealand was able to afford one of the best-developed and most comprehensive welfare systems in the world, supported by a well-developed and stable economy.

Philippines[edit]

In Philippines, social welfare is divided into two. The first one is called Social Security System (SSS) and the other one is called Government Service Insurance System (GSIS). Social Security System or SSS is a social insurance program for workers in private sector. Individuals who are self-employed or not working can also apply to be protected under SSS programme. SSS provide benefits for unemployment, death, funeral, maternity leave, disabilities and many more. Members of SSS who experienced accident or death due to work activity, can also claim for double compensation under the Employees' Compensation (EC) programme. SSS also allows its members to apply for salary loans, based on their monthly salary and calamity loan, if their place is declared as "state of calamity" by the government. SSS also have two voluntary saving programs, PESO Fund and Flexi Fund to help prepare their members with a stable income for retirement. Government servants are protected under the Government Service Insurance System or GSIS. Just like SSS, GSIS also provide their members with retirement benefits, life insurance and employee compensation.[citation needed]

Social welfare in Sweden is made up of several organizations and systems dealing with welfare. It is mostly funded by taxes, and executed by the public sector on all levels of government as well as private organizations. It can be separated into three parts falling under three different ministries; social welfare, falling under the responsibility of Ministry of Health and Social Affairs; education, under the responsibility of the Ministry of Education and Research and labor market, under the responsibility of Ministry of Employment.[52]

Government pension payments are financed through an 18.5% pension tax on all taxed incomes in the country, which comes partly from a tax category called a public pension fee (7% on gross income), and 30% of a tax category called employer fees on salaries (which is 33% on a netted income). Since January 2001, the 18.5% is divided in two parts: 16% goes to current payments, and 2.5% goes into individual retirement accounts, which were introduced in 2001. Money saved and invested in government funds, and IRAs for future pension costs, are roughly five times annual government pension expenses (725/150).

Viewing Swedish welfare more broadly, it emerges as highly rated in many standard international comparisons of welfare or well-being (e.g. World Economic Forum 2020).[53] However, some Nordic-based welfare and gender researchers have argued that such assessments, based on conventional welfare/well-being criteria, may to some extent over-privilege Sweden (and other Nordic countries) in terms of, for instance, gender and racial equality. For example, they suggest that if one takes a broader perspective on well-being incorporating issues associated with bodily integrity or bodily citizenship (Pringle 2011),[54] then some major forms of men's domination and/or white privilege can be seen to still stubbornly persist in the Nordic countries, e.g. business, violence to women, sexual violence to children, the military, academia and religion (Hearn and Pringle 2006; Hearn et al. 2018; Pringle 2016).[55][56][57]

United Kingdom[edit]

The United Kingdom has a long history of welfare, notably including the English Poor laws which date back to 1536. After various reforms to the program, which involved workhouses, it was eventually abolished and replaced with a modern system by laws such as the National Assistance Act 1948.

In more recent times, comparing the Cameron–Clegg coalition's austerity measures with the Opposition's, the Financial Times commentator Martin Wolf commented that the "big shift from Labour ... is the cuts in welfare benefits."[59] The government's austerity programme, which involves reduction in government policy, has been linked to a rise in food banks. A study published in the British Medical Journal in 2015 found that each one percentage point increase in the rate of Jobseeker's Allowance claimants sanctioned was associated with a 0.09 percentage point rise in food bank use.[60] The austerity programme has faced opposition from disability rights groups for disproportionately affecting disabled people. The "bedroom tax" is an austerity measure that has attracted particular criticism, with activists arguing that two-thirds of council houses affected by the policy are occupied with a person with a disability.[61]

United States[edit]

Welfare in America

In the United States, depending on the context, the term "welfare" can be used to refer to means-tested cash benefits, especially the Aid to Families with Dependent Children (AFDC) program and its successor, the Temporary Assistance for Needy Families Block Grant, or it can be used to refer to all means-tested programs that help individuals or families meet basic needs, including, for example, health care through MedicaidSupplemental Security Income (SSI) benefits and food and nutrition programs (SNAP). It can also include Social Insurance programs such as Unemployment InsuranceSocial Security, and Medicare.

AFDC (originally called Aid to Dependent Children) was created during the Great Depression to alleviate the burden of poverty for families with children and allow widowed mothers to maintain their households. The New Deal employment program such as the Works Progress Administration primarily served men. Prior to the New Deal, anti-poverty programs were primarily operated by private charities or state or local governments; however, these programs were overwhelmed by the depth of need during the Depression.[62] The United States has no national program of cash assistance for non-disabled poor individuals who are not raising children.

Until early in the year of 1965, the news media was conveying only whites as living in poverty however that perception had changed to blacks.[63] Some of the influences in this shift could have been the civil rights movement and urban riots from the mid 60s. Welfare had then shifted from being a White issue to a Black issue and during this time frame the war on poverty had already begun.[63] Subsequently, news media portrayed stereotypes of Blacks as lazy, undeserving and welfare queens. These shifts in media don't necessarily establish the population living in poverty decreasing.[63]

In 1996, the Personal Responsibility and Work Opportunity Reconciliation Act changed the structure of Welfare payments and added new criteria to states that received Welfare funding. After reforms, which President Clinton said would "end Welfare as we know it",[65] amounts from the federal government were given out in a flat rate per state based on population.[66] Each state must meet certain criteria to ensure recipients are being encouraged to work themselves out of Welfare. The new program is called Temporary Assistance for Needy Families (TANF).[67][68] It encourages states to require some sort of employment search in exchange for providing funds to individuals, and imposes a five-year lifetime limit on cash assistance.[65][67][69] In FY 2010, 31.8% of TANF families were white, 31.9% were African-American, and 30.0% were Hispanic.[68]

According to the U.S. Census Bureau data released 13 September 2011, the nation's poverty rate rose to 15.1% (46.2 million) in 2010,[70] up from 14.3% (approximately 43.6 million) in 2009 and to its highest level since 1993. In 2008, 13.2% (39.8 million) Americans lived in relative poverty.[71]

In a 2011 op-ed in Forbes, Peter Ferrara stated that, "The best estimate of the cost of the 185 federal means tested Welfare programs for 2010 for the federal government alone is nearly $700 billion, up a third since 2008, according to the Heritage Foundation. Counting state spending, total Welfare spending for 2010 reached nearly $900 billion, up nearly one-fourth since 2008 (24.3%)."[72] California, with 12% of the U.S. population, has one-third of the nation's welfare recipients.[73]

In FY 2011, federal spending on means-tested welfare, plus state contributions to federal programs, reached $927 billion per year. Roughly half went to families with children, most of which are headed by a single parent.[74]

The United States has also typically relied on charitable giving through non-profit agencies and fundraising instead of direct monetary assistance from the government itself. According to Giving USA, Americans gave $358.38 billion to charity in 2014. This is rewarded by the United States government through tax incentives for individuals and companies that are not typically seen in other countries.

Effects[edit]

The welfare-to-work intervention programme is unlikely to have any impacts on the mental and physical health of lone parents and children. Even when the employment and income rates were higher in this group of people, the poverty rate was high which could lead to persistently high rates of depression whether they were in the programme or not.[75]

Income transfers can be either conditional or unconditional. Conditionalities are sometimes criticized as being paternalistic and unnecessary, and research in different contexts shows enforcing conditionalities can result in additional burdens for recipients and social service providers.[76]

A 2008 study by welfare economist and Brown University Professor Allan M. Feldman[77] suggests that welfare can achieve both competitive equilibrium and Pareto efficiency in the market.[78] Though, different points of Pareto efficiency are more fair to some than others.[79]

Some opponents of welfare argue that it affects work incentives.

Our Lord! Accept (this service) from us: For Thou art the All-Hearing, the All-knowing [2:127]

رَبَّنَا وَاجْعَلْنَا مُسْلِمَيْنِ لَكَ وَمِن ذُرِّيَّتِنَا أُمَّةً مُّسْلِمَةً لَّكَ وَأَرِنَا مَنَاسِكَنَا وَتُبْ عَلَيْنَآ إِنَّكَ أَنتَ التَّوَّابُ الرَّحِيمُ

'Rabbana wa-j'alna Muslimayni laka ma min Dhurriyatina 'Ummatan Muslimatan laka wa 'Arina Manasikana wa tub 'alayna 'innaka 'antat-Tawwabu-Raheem'


Our Lord! Make of us Muslims, bowing to Thy (Will), and of our progeny a people Muslim, bowing to Thy (will); and show us our place for the celebration of (due) rites; and turn unto us (in Mercy); for Thou art the Oft-Returning, Most Merciful [2:128]

পরওয়ারদেগার! আমাদের উভয়কে তোমার আজ্ঞাবহ কর এবং আমাদের বংশধর থেকেও একটি অনুগত দল সৃষ্টি কর, আমাদের হজ্বের রীতিনীতি বলে দাও এবং আমাদের ক্ষমা কর। নিশ্চয় তুমি তওবা কবুলকারী, অতিশয় দয়ালু। (২: ১২৮)

رَبَّنَا آتِنَا فِي الدُّنْيَا حَسَنَةً وَفِي الآخِرَةِ حَسَنَةً وَقِنَا عَذَابَ النَّارِ
'Rabbana atina fid-dunya hasanatan wa fil 'akhirati hasanatan waqina adhaban-nar'

Our Lord! Grant us good in this world and good in the hereafter, and save us from the chastisement of the fire [2:201]

হে পরওয়ারদেগার! আমাদিগকে দুনয়াতেও কল্যাণ দান করো এবং আখেরাতেও কল্যাণ দান করো এবং আমাদিগকে দোযখের আযাব থেকে রক্ষা করো। (২:২০১)

رَبَّنَا أَفْرِغْ عَلَيْنَا صَبْرًا وَثَبِّتْ أَقْدَامَنَا وَانصُرْنَا عَلَى الْقَوْمِ الْكَافِرِينَ

Rabbana afrigh 'alayna sabran wa thabbit aqdamana wansurna 'alal-qawmil-kafirin

Our Lord! Bestow on us endurance, make our foothold sure, and give us help against the
disbelieving folk [2:250]

হে আমাদের পালনকর্তা, আমাদের মনে ধৈর্য্য সৃষ্টি করে দাও এবং আমাদেরকে দৃঢ়পদ রাখ-আর আমাদের সাহায্য কর সে কাফের জাতির বিরুদ্ধে। (২: ২৫০)

رَبَّنَا لاَ تُؤَاخِذْنَا إِن نَّسِينَا أَوْ أَخْطَأْنَا

Rabbana la tu'akhidhna in-nasina aw akhta'na

Our Lord! Condemn us not if we forget or fall into error [2:286]

হে আমাদের পালনকর্তা, যদি আমরা ভুলে যাই কিংবা ভুল করি, তবে আমাদেরকে অপরাধী করো না। (২: ২৮৬)

رَبَّنَا وَلاَ تَحْمِلْ عَلَيْنَا إِصْرًا كَمَا حَمَلْتَهُ عَلَى الَّذِينَ مِن قَبْلِنَا

 Rabbana wala tahmil alayna isran kama hamaltahu 'alal-ladheena min qablina

Our Lord! Lay not on us a burden Like that which Thou didst lay on those before us [2:286]


হে আমাদের পালনকর্তা! এবং আমাদের উপর এমন দায়িত্ব অর্পণ করো না, যেমন আমাদের পূর্ববর্তীদের উপর অর্পণ করেছ । (২: ২৮৬)

رَبَّنَا وَلاَ تُحَمِّلْنَا مَا لاَ طَاقَةَ لَنَا بِهِ وَاعْفُ عَنَّا وَاغْفِرْ لَنَا وَارْحَمْنَآ أَنتَ مَوْلاَنَا فَانصُرْنَا عَلَى الْقَوْمِ الْكَافِرِينَ


Rabbana wala tuhammilna ma la taqata lana bihi wa'fu anna waghfir lana wairhamna anta mawlana fansurna 'alal-qawmil kafireen

Our Lord! Lay not on us a burden greater than we have strength to bear. Blot out our sins, and grant us forgiveness. Have mercy on us. Thou art our Protector; Help us against those who stand against faith [2:286]

হে আমাদের প্রভূ! এবং আমাদের দ্বারা ঐ বোঝা বহন করিও না, যা বহন করার শক্তি আমাদের নাই। আমাদের পাপ মোচন কর। আমাদেরকে ক্ষমা কর এবং আমাদের প্রতি দয়া কর। তুমিই আমাদের প্রভু। সুতরাং কাফের সম্প্রদায়ের বিরুদ্ধে আমাদের কে সাহায্যে কর। (২: ২৮৬)

رَبَّنَا لاَ تُزِغْ قُلُوبَنَا بَعْدَ إِذْ هَدَيْتَنَا وَهَبْ لَنَا مِن لَّدُنكَ رَحْمَةً إِنَّكَ أَنتَ الْوَهَّابُ

Rabbana la tuzigh quloobana ba'da idh hadaytana wa hab lana milladunka rahmah innaka antal Wahhab

Our Lord! (they say), Let not our hearts deviate now after Thou hast guided us, but grant us mercy from Thine own Presence; for Thou art the Grantor of bounties without measure. [3:8]

হে আমাদের পালনকর্তা! সরল পথ প্রদর্শনের পর তুমি আমাদের অন্তরকে সত্যলংঘনে প্রবৃত্ত করোনা এবং তোমার নিকট থেকে আমাদিগকে অনুগ্রহ দান কর। তুমিই সব কিছুর দাতা। (৩: ৮)

رَبَّنَا إِنَّكَ جَامِعُ النَّاسِ لِيَوْمٍ لاَّ رَيْبَ فِيهِ إِنَّ اللّهَ لاَ يُخْلِفُ الْمِيعَادَ

Rabbana innaka jami'unnasi li-Yawmil la rayba ri innAllaha la yukhliful mi'aad

Our Lord! Thou art He that will gather mankind Together against a day about which there
is no doubt; for Allah never fails in His promise. [3:9]

হে আমাদের পালনকর্তা! তুমি মানুষকে একদিন অবশ্যই একত্রিত করবেঃ এতে কোনই সন্দেহ নেই। নিশ্চয় আল্লাহ তাঁর ওয়াদার অন্যথা করেন না। (৩: ৯)

رَبَّنَا إِنَّنَا آمَنَّا فَاغْفِرْ لَنَا ذُنُوبَنَا وَقِنَا عَذَابَ النَّارِ

Rabbana innana amanna faghfir lana dhunuubana wa qinna 'adhaban-Naar

Our Lord! We have indeed believed: forgive us, then, our sins, and save us from the agony
of the Fire [3:16]

হে আমাদের পালনকর্তা, আমরা ঈমান এনেছি, কাজেই আমাদের গোনাহ ক্ষমা করে দাও আর আমাদেরকে দোযখের আযাব থেকে রক্ষা কর। (৩: ১৬)

رَبَّنَا آمَنَّا بِمَا أَنزَلَتْ وَاتَّبَعْنَا الرَّسُولَ فَاكْتُبْنَا مَعَ الشَّاهِدِينَ

Rabbana amanna bima anzalta wattaba 'nar-Rusula fak-tubna ma'ash-
Shahideen

Our Lord! We believe in what Thou hast revealed, and we follow the Messenger. Then write
us down among those who bear witness [3:53]

হে আমাদের পালনকর্তা! আমরা সে বিষয়ের প্রতি বিশ্বাস স্থাপন করেছি যা তুমি নাযিল করেছ, আমরা রসূলের অনুগত হয়েছি। অতএব, আমাদিগকে মান্যকারীদের তালিকাভুক্ত করে নাও। (৩: ৫৩)

ربَّنَا اغْفِرْ لَنَا ذُنُوبَنَا وَإِسْرَافَنَا فِي أَمْرِنَا وَثَبِّتْ أَقْدَامَنَا وانصُرْنَا عَلَى الْقَوْمِ الْكَافِرِينَ

Rabbana-ghfir lana dhunuubana wa israfana fi amrina wa thabbit aqdamana wansurna 'alal qawmil kafireen

Our Lord! Forgive us our sins and anything We may have done that transgressed our duty: Establish our feet firmly, and help us against those that resist Faith [3:147]

হে আমাদের পালনকর্তা! মোচন করে দাও আমাদের পাপ এবং যা কিছু বাড়াবাড়ি হয়ে গেছে আমাদের কাজে। আর আমাদিগকে দৃঢ় রাখ এবং কাফেরদের উপর আমাদিগকে সাহায্য কর। (৩: ১৪৭)

رَبَّنَا مَا خَلَقْتَ هَذا بَاطِلاً سُبْحَانَكَ فَقِنَا عَذَابَ النَّارِ

Rabbana ma khalaqta hadha batila Subhanaka faqina 'adhaban-Naar

Our Lord! Not for naught Hast Thou created (all) this! Glory to Thee! Give us salvation from the penalty of the Fire [3:191]

হে পরওয়ারদেগার! এসব তুমি অনর্থক সৃষ্টি করনি। সকল পবিত্রতা তোমারই, আমাদিগকে তুমি দোযখের শাস্তি থেকে বাঁচাও। (৩: ১৯১)

رَبَّنَا إِنَّكَ مَن تُدْخِلِ النَّارَ فَقَدْ أَخْزَيْتَهُ وَمَا لِلظَّالِمِينَ مِنْ أَنصَارٍ

Rabbana innaka man tudkhilin nara faqad akhzaytah wa ma liDh-dhalimeena min ansar

Our Lord! Any whom Thou dost admit to the Fire, Truly Thou coverest with shame, and never will wrong-doers Find any helpers! [3:192]

হে আমাদের পালনকর্তা! নিশ্চয় তুমি যাকে দোযখে নিক্ষেপ করলে তাকে সবসময়ে অপমানিত করলে; আর জালেমদের জন্যে তো সাহায্যকারী নেই। (৩: ১৯২)

رَّبَّنَا إِنَّنَا سَمِعْنَا مُنَادِيًا يُنَادِي لِلإِيمَانِ أَنْ آمِنُواْ بِرَبِّكُمْ فَآمَنَّا

Rabbana innana sami'na munadiyany-yunadi lil-imani an aminu bi Rabbikum fa'aamanna

Our Lord! We have heard the call of one calling (Us) to Faith, 'Believe ye in the Lord,' and we have believed. [3:193]

হে আমাদের পালনকর্তা! আমরা নিশ্চিতরূপে শুনেছি একজন আহবানকারীকে ঈমানের প্রতি আহবান করতে যে, তোমাদের পালনকর্তার প্রতি ঈমান আন; তাই আমরা ঈমান এনেছি। (৩: ১৯৩)

رَبَّنَا فَاغْفِرْ لَنَا ذُنُوبَنَا وَكَفِّرْ عَنَّا سَيِّئَاتِنَا وَتَوَفَّنَا مَعَ الأبْرَارِ

Rabbana faghfir lana dhunoobana wa kaffir 'ana sayyi'aatina wa tawaffana ma'al Abrar

Our Lord! Forgive us our sins, blot out from us our iniquities, and take to Thyself our souls in the company of the righteous [3:193]

হে আমাদের পালনকর্তা! অতঃপর আমাদের সকল গোনাহ মাফ কর এবং আমাদের সকল দোষত্রুটি দুর করে দাও, আর আমাদের মৃত্যু দাও নেক লোকদের সাথে। (৩: ১৯৩)

رَبَّنَا وَآتِنَا مَا وَعَدتَّنَا عَلَى رُسُلِكَ وَلاَ تُخْزِنَا يَوْمَ الْقِيَامَةِ إِنَّكَ لاَ تُخْلِفُ الْمِيعَادَ

Rabbana wa 'atina ma wa'adtana 'ala rusulika wa la tukhzina yawmal-Qiyamah innaka la tukhliful mi'aad

Our Lord! Grant us what Thou didst promise unto us through Thine apostles, and save us from shame on the Day of Judgment: For Thou never breakest Thy promise [3:194]

হে আমাদের পালনকর্তা! আমাদেরকে দাও, যা তুমি ওয়াদা করেছ তোমার রসূলগণের মাধ্যমে এবং কিয়ামতের দিন আমাদিগকে তুমি অপমানিত করো না। নিশ্চয় তুমি ওয়াদা খেলাফ করো না। (৩: ১৯৪)

رَبَّنَا آمَنَّا فَاكْتُبْنَا مَعَ الشَّاهِدِينَ

Rabbana aamana faktubna ma' ash-shahideen.

Our Lord! We believe; write us down among the witnesses. [5:83]

হে আমাদের প্রতি পালক, আমরা মুসলমান হয়ে গেলাম। অতএব, আমাদেরকেও মান্যকারীদের তালিকাভুক্ত করে নিন। (৫: ৮৩)

رَبَّنَا أَنزِلْ عَلَيْنَا مَآئِدَةً مِّنَ السَّمَاء تَكُونُ لَنَا عِيداً لِّأَوَّلِنَا وَآخِرِنَا وَآيَةً مِّنكَ وَارْزُقْنَا وَأَنتَ خَيْرُ الرَّازِقِينَ

Rabbana anzil 'alayna ma'idatam minas-Samai tuknu lana 'idal li-awwa-lina wa aakhirna wa ayatam-minka war-zuqna wa anta Khayrul-Raziqeen.

our Lord! Send us from heaven a table set (with viands), that there may be for us - for the first and the last of us - a solemn festival and a sign from thee; and provide for our sustenance, for thou art the best Sustainer (of our needs) [5:114]

হে আমাদের পালনকর্তা! আমাদের প্রতি আকাশ থেকে খাদ্যভর্তি খাঞ্চা অবতরণ করুন। তা আমাদের জন্যে অর্থাৎ, আমাদের প্রথম ও পরবর্তী সবার জন্যে আনন্দোৎসব হবে এবং আপনার পক্ষ থেকে একটি নিদর্শন হবে। আপনি আমাদের রুযী দিন। আপনিই শ্রেষ্ট রুযীদাতা। (৫: ১১৪)

رَبَّنَا ظَلَمْنَا أَنفُسَنَا وَإِن لَّمْ تَغْفِرْ لَنَا وَتَرْحَمْنَا لَنَكُونَنَّ مِنَ الْخَاسِرِينَ

Rabbana zalamna anfusina wa il lam taghfir lana wa tarhamna lana kuna minal-khasireen.

Our Lord! We have wronged our own souls: If thou forgive us not and bestow not upon us thy Mercy, we shall certainly be lost. [7:23]

হে আমাদের পালনকর্তা আমরা নিজেদের প্রতি জুলম করেছি। যদি আপনি আমাদেরকে ক্ষমা না করেন এবং আমাদের প্রতি অনুগ্রহ না করেন, তবে আমরা অবশ্যই অবশ্যই ধ্বংস হয়ে যাব। (৭: ২৩)

رَبَّنَا لاَ تَجْعَلْنَا مَعَ الْقَوْمِ الظَّالِمِينَ

Rabbana la taj'alna ma'al qawwmi-dhalimeen.

Our Lord! Send us not to the company of the wrong-doers [7:47]

হে আমাদের প্রতিপালক, আমাদেরকে এ জালেমদের সাথী করো না। (৭: ৪৭)

رَبَّنَا افْتَحْ بَيْنَنَا وَبَيْنَ قَوْمِنَا بِالْحَقِّ وَأَنتَ خَيْرُ الْفَاتِحِينَ

Rabbana iftah bayana wabayna qawmina bil haqqi wa anta Khayrul alFatiheen.

Our Lord! Decide Thou between us and our people in truth, for Thou art the best to decide. [7:89]

হে আমাদের প্রতিপালক আমাদের ও আমাদের সম্প্রদায়ের মধ্যে ফয়সালা করে ছিল যথার্থ ফয়সালা। আপনিই শ্রেষ্টতম ফসলা ফয়সালাকারী। (৭: ৮৯)


#২৩
رَبَّنَا أَفْرِغْ عَلَيْنَا صَبْرًا وَتَوَفَّنَا مُسْلِمِينَ

Rabbana afrigh 'alayna sabraw wa tawaffana Muslimeen.

Our Lord! Pour out on us patience and constancy, and take our souls unto thee as Muslims (who bow to thy will)! [7:126]

হে আমাদের পরওয়ারদেগার আমাদের জন্য ধৈর্য্যের দ্বার খুলে দাও এবং আমাদেরকে মুসলমান হিসাবে মৃত্যু দান কর। (৭: ১২৬)

رَبَّنَا لاَ تَجْعَلْنَا فِتْنَةً لِّلْقَوْمِ الظَّالِمِينَ وَنَجِّنَا بِرَحْمَتِكَ مِنَ الْقَوْمِ الْكَافِرِينَ

Rabbana la taj'alna firnatal lil-qawmidh-Dhalimeen wa najjina bi-Rahmatika minal qawmil kafireen.

Our Lord! Make us not a trial for those who practise oppression; And deliver us by Thy Mercy from those who reject (Thee) [10:85-86]

হে আমাদের পালনকর্তা, আমাদের উপর এ জালেম কওমের শক্তি পরীক্ষা করিও না। আর আমাদেরকে অনুগ্রহ করে ছাড়িয়ে দাও এই কাফেরদের কবল থেকে। (১০: ৮৫-৮৬)

رَبَّنَا إِنَّكَ تَعْلَمُ مَا نُخْفِي وَمَا نُعْلِنُ وَمَا يَخْفَى عَلَى اللّهِ مِن شَيْءٍ فَي الأَرْضِ وَلاَ فِي السَّمَاء

Rabbana innaka ta'iamu ma nukhfi wa ma nu'lin wa ma yakhfa 'alal-lahi min shay'in fil-ardi wa la fis-Sama'

O our Lord! Truly Thou dost know what we conceal and what we reveal: for nothing whatever is hidden from Allah, whether on earth or in heaven [14:38]

হে আমাদের পালনকর্তা, আপনি তো জানেন আমরা যা কিছু গোপনে করি এবং যা কিছু প্রকাশ্য করি। আল্লাহর কাছে পৃথিবীতে ও আকাশে কোন কিছুই গোপন নয়। (১৪: ৩৮)

رَبَّنَا وَتَقَبَّلْ دُعَاء

Rabbana wa taqabbal Du'a.

O our Lord! And accept my Prayer. [14:40]

হে আমাদের পালনকর্তা, এবং কবুল করুন আমাদের দোয়া। (১৪: ৪০)


#২৭
رَبَّنَا اغْفِرْ لِي وَلِوَالِدَيَّ وَلِلْمُؤْمِنِينَ يَوْمَ يَقُومُ الْحِسَابُ

Rabbana ghfir li wa li wallidayya wa lil Mu'mineena yawma yaqumul hisaab.

O our Lord! Cover (us) with Thy Forgiveness - me, my parents, and (all) Believers, on the Day that the Reckoning will be established! [14:41]

হে আমাদের পালনকর্তা, আমাকে, আমার পিতা-মাতাকে এবং সব মুমিনকে ক্ষমা করুন, যেদিন হিসাব কায়েম হবে। (১৪: ৪১)

رَبَّنَا آتِنَا مِن لَّدُنكَ رَحْمَةً وَهَيِّئْ لَنَا مِنْ أَمْرِنَا رَشَدًا

Rabbana 'atina mil-ladunka Rahmataw wa hayya lana min amrina rashada.

Our Lord! Bestow on us Mercy from Thyself, and dispose of our affair for us in the right way! [18:10]

হে আমাদের পালনকর্তা, আমাদেরকে আপনার কাছ থেকে রহমত দান করুন এবং আমাদের জন্যে আমাদের কাজ সঠিকভাবে পূর্ণ করুন। (১৮: ১০)

رَبَّنَا إِنَّنَا نَخَافُ أَن يَفْرُطَ عَلَيْنَا أَوْ أَن يَطْغَى

Rabbana innana nakhafu any-yafruta 'alayna aw any-yatgha.

Our Lord! We fear lest he hasten with insolence against us, or lest he transgress all bounds. [20: 45]

হে আমাদের পালনকর্তা, আমরা আশঙ্কা করি যে, সে আমাদের প্রতি জুলুম করবে কিংবা উত্তেজিত হয়ে উঠবে। (২০: ৪৫)

رَبَّنَا آمَنَّا فَاغْفِرْ لَنَا وَارْحَمْنَا وَأَنتَ خَيْرُ الرَّاحِمِينَ

Rabbana amanna faghfir lana warhamna wa anta khayrur Rahimiin.

Our Lord! We believe; then do Thou forgive us, and have mercy upon us: For Thou art the Best of those who show mercy [23: 109]

হে আমাদের পালনকর্তা! আমরা বিশ্বাস স্থাপন করেছি। অতএব তুমি আমাদেরকে ক্ষমা কর ও আমাদের প্রতি রহম কর। তুমি তো দয়ালুদের মধ্যে শ্রেষ্ঠ দয়ালু। (২৩: ১০৯)


#৩১
رَبَّنَا اصْرِفْ عَنَّا عَذَابَ جَهَنَّمَ إِنَّ عَذَابَهَا كَانَ غَرَامًا

Rabbanas-rif 'anna 'adhaba jahannama inna 'adhabaha kana gharama,

Our Lord! Avert from us the Wrath of Hell, for its Wrath is indeed an affliction grievous; [25: 65]

হে আমার পালনকর্তা, আমাদের কাছথেকে জাহান্নামের শাস্তি হটিয়ে দাও। নিশ্চয় এর শাস্তি নিশ্চিত বিনাশ;(২৫: ৬৫)

رَبَّنَا هَبْ لَنَا مِنْ أَزْوَاجِنَا وَذُرِّيَّاتِنَا قُرَّةَ أَعْيُنٍ وَاجْعَلْنَا لِلْمُتَّقِينَ إِمَامًا

Rabbana Hablana min azwaajina wadhurriy-yatina, qurrata 'ayioni wa-jalna lil-muttaqeena Imaama.

O my Lord! Grant unto us wives and offspring who will be the comfort of our eyes, and give us (the grace) to lead the righteous [25:74]

হে আমাদের পালনকর্তা, আমাদের স্ত্রীদের পক্ষ থেকে এবং আমাদের সন্তানের পক্ষ থেকে আমাদের জন্যে চোখের শীতলতা দান কর এবং আমাদেরকে মুত্তাকীদের জন্যে আদর্শস্বরূপ কর। (২৫: ৭৪)

رَبَّنَا لَغَفُورٌ شَكُورٌ

Rabbana la Ghafurun shakur.

Our Lord is indeed Oft-Forgiving Ready to appreciate (service) [35: 34]

নিশ্চয় আমাদের পালনকর্তা ক্ষমাশীল, গুণগ্রাহী। (৩৫: ৩৪)


#৩৪
رَبَّنَا وَسِعْتَ كُلَّ شَيْءٍ رَّحْمَةً وَعِلْمًا فَاغْفِرْ لِلَّذِينَ تَابُوا وَاتَّبَعُوا سَبِيلَكَ وَقِهِمْ عَذَابَ الْجَحِيمِ

Rabbana wasi'ta kulla sha'ir Rahmatanw wa 'ilman faghfir lilladhina tabu wattaba'u sabilaka waqihim 'adhabal-Jahiim

Our Lord! Thy Reach is over all things, in Mercy and Knowledge. Forgive, then, those who turn in Repentance, and follow Thy Path; and preserve them from the Penalty of the Blazing Fire! [40:7]

হে আমাদের পালনকর্তা, আপনার রহমত ও জ্ঞান সবকিছুতে পরিব্যাপ্ত। অতএব, যারা তওবা করে এবং আপনার পথে চলে, তাদেরকে ক্ষমা করুন এবং জাহান্নামের আযাব থেকে রক্ষা করুন। (৪০: ৭)

رَبَّنَا وَأَدْخِلْهُمْ جَنَّاتِ عَدْنٍ الَّتِي وَعَدتَّهُم وَمَن صَلَحَ مِنْ آبَائِهِمْ وَأَزْوَاجِهِمْ وَذُرِّيَّاتِهِمْ إِنَّكَ أَنتَ الْعَزِيزُ الْحَكِيمُ وَقِهِمُ السَّيِّئَاتِ وَمَن تَقِ السَّيِّئَاتِ يَوْمَئِذٍ فَقَدْ رَحِمْتَهُ وَذَلِكَ هُوَ الْفَوْزُ الْعَظِيمُ

Rabbana wa adhkhilum Jannati 'adninil-lati wa'attahum wa man salaha min aba'ihim wa azajihim wa dhuriyyatihim innaka antal 'Azizul-Hakim, waqihimus sayyi'at wa man taqis-sayyi'ati yawma'idhin faqad rahimatahu wa dhalika huwal fawzul-'Adheem

Our Lord! that they enter the Gardens of Eternity, which Thou hast promised to them, and to the righteous among their fathers, their wives, and their posterity! For Thou art (He), the Exalted in Might, Full of Wisdom. And preserve them from (all) ills; and any whom Thou dost preserve from ills that Day,- on them wilt Thou have bestowed Mercy indeed: and that will be truly (for them) the highest Achievement. [40:8-9]

হে আমাদের পালনকর্তা, আর তাদেরকে দাখিল করুন চিরকাল বসবাসের জান্নাতে, যার ওয়াদা আপনি তাদেরকে দিয়েছেন এবং তাদের বাপ-দাদা, পতি-পত্নী ও সন্তানদের মধ্যে যারা সৎকর্ম করে তাদেরকে। নিশ্চয় আপনি পরাক্রমশালী, প্রজ্ঞাময়।এবং আপনি তাদেরকে অমঙ্গল থেকে রক্ষা করুন। আপনি যাকে সেদিন অমঙ্গল থেকে রক্ষা করবেন, তার প্রতি অনুগ্রহই করবেন। এটাই মহাসাফল্য। (৪০: ৮-৯)


#৩৬
رَبَّنَا اغْفِرْ لَنَا وَلِإِخْوَانِنَا الَّذِينَ سَبَقُونَا بِالْإِيمَانِ وَلَا تَجْعَلْ فِي قُلُوبِنَا غِلًّا لِّلَّذِينَ آمَنُوا

Rabbana-ghfir lana wa li 'ikhwani nalladhina sabaquna bil imani wa la taj'al fi qulubina ghillal-lilladhina amanu

Our Lord! Forgive us, and our brethren who came before us into the Faith, and leave not, in our hearts, rancour (or sense of injury) against those who have believed. [59:10]

হে আমাদের পালনকর্তা, আমাদেরকে এবং ঈমানে আগ্রহী আমাদের ভ্রাতাগণকে ক্ষমা কর এবং ঈমানদারদের বিরুদ্ধে আমাদের অন্তরে কোন বিদ্বেষ রেখো না। (৫৯: ১০)


#৩৭
رَبَّنَا إِنَّكَ رَؤُوفٌ رَّحِيمٌ

Rabbana innaka Ra'ufur Rahim.

Our Lord! Thou art indeed Full of Kindness, Most Merciful. [59:10]

হে আমাদের পালনকর্তা, আপনি দয়ালু, পরম করুণাময়। (৫৯: ১০)


#৩৮
رَّبَّنَا عَلَيْكَ تَوَكَّلْنَا وَإِلَيْكَ أَنَبْنَا وَإِلَيْكَ الْمَصِيرُ

Rabbana 'alayka tawakkalna wa-ilayka anabna wa-ilaykal masir.

Our Lord! In Thee do we trust, and to Thee do we turn in repentance: to Thee is (our) Final Goal [60:4]

হে আমাদের পালনকর্তা! আমরা তোমারই উপর ভরসা করেছি, তোমারই দিকে মুখ করেছি এবং তোমারই নিকট আমাদের প্রত্যাবর্তন। (৬০: ৪)


#৩৯
رَبَّنَا لَا تَجْعَلْنَا فِتْنَةً لِّلَّذِينَ كَفَرُوا وَاغْفِرْ لَنَا رَبَّنَا إِنَّكَ أَنتَ الْعَزِيزُ الْحَكِيمُ

Rabbana la taj'alna fitnatal lilladhina kafaru waghfir lana Rabbana innaka antal 'Azizul-Hakim.

Our Lord! Make us not a (test and) trial for the Unbelievers, but forgive us, our Lord! for Thou art the Exalted in Might, the Wise. [60:5]

হে আমাদের পালনকর্তা! তুমি আমাদেরকে কাফেরদের জন্য পরীক্ষার পাত্র করো না। হে আমাদের পালনকর্তা! আমাদের ক্ষমা কর। নিশ্চয় তুমি পরাক্রমশালী, প্রজ্ঞাময়। (৬০: ৫)


#৪০
رَبَّنَا أَتْمِمْ لَنَا نُورَنَا وَاغْفِرْ لَنَا إِنَّكَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ

Rabbana atmim lana nurana waighfir lana innaka 'ala kulli shay-in qadir.

Our Lord! Perfect our Light for us, and grant us Forgiveness: for Thou hast power over all things. [66:8]

হে আমাদের পালনকর্তা, আমাদের নূরকে পূর্ণ করে দিন এবং আমাদেরকে ক্ষমা করুন। নিশ্চয় আপনি সবকিছুর উপর সর্ব শক্তিমান। (৬৬: ৮)
